IMPORTANT UPDATE: DCP reports, FAQ's and Draft Cost Apportionment Schedule have been updated to clarify the per lot rate that applies. The good news is that in most cases a lower rate applies.


The City is consulting the community on its revised 2021 Community Infrastructure Plan, and the associated Scheme Amendment 145 - Review of Community Infrastructure Development Contributions.

This revised 2021 Community Infrastructure Plan provides the City of Kwinana with a strategic framework for providing community infrastructure for the period 2011 to 2036 and focuses on community facilities typically provided by Local Government.

While a standalone plan in its own right, the revised 2021 Community Infrastructure Plan should be considered a critical part of the City’s Development Contribution Plans contained in Local Planning Scheme No. 2. The revised 2021 Community Infrastructure Plan has been prepared to meet the requirements of State Planning Policy 3.6 - Infrastructure Contributions and establishes a framework upon which the plan can be applied and implemented.

The revised 2021 Community Infrastructure Plan and the changes proposed, are intended to be introduced into Local Planning Scheme 2, through DCP's 8 - 15, via Local Planning Scheme Amendment 145.

Scheme Amendment 145 - Review of Community Infrastructure Development Contributions (Amendment 145) was adopted for final approval by Council at its 23 January 2019 Ordinary Council Meeting and was based on the 2018 Community Infrastructure Plan. In adopting Amendment 145, part of Council’s resolution included a request to the WAPC that an additional change to Amendment 145 be considered prior to final approval of the Amendment by the Minister for Planning.

Throughout the above process, the review of State Planning Policy 3.6 - Infrastructure Contributions (SPP3.6) was simultaneously occurring. Of particular note was the introduction of a ‘cap’ on per lot contributions for community infrastructure.

Following finalisation of SPP3.6, the City was directed by the Minister to undertake a thorough review of the Amendment based on the new SPP3.6 provisions and ensure its Developer Contribution Plan contributions are under the 'cap'.

To ensure the Developer Contribution Plan contributions are under the cap, the City had to review the 2018 Community Infrastructure Plan in its entirety and consider operational impacts of the Community Infrastructure Plan to ensure that it aligned with the City’s Long Term Financial Plan. This review has now been undertaken and the revised 2021 Community Infrastructure Plan has informed the redrafting of Amendment 145, Developer Contribution Plans and draft Cost Apportionment Schedule, which now align with SPP3.6 and are ready for final advertising.
