The City of Kwinana is aware of misinformation currently circulating regarding the proposed McDonald’s development in front of Aldi.
We want to clarify the facts for our community:
• The application received is not for a second McDonald’s, but to relocate the existing Meares Avenue restaurant.
•
The City cannot choose which businesses apply to develop land. The City is required to process all planning applications it receives, as per the applicable process.
• Community submissions provided through Love My Kwinana will be included in the assessment prepared by the City and presented to the Development Assessment Panel (DAP).
• Two City councillors sit on the local DAP, but the majority of members are State-appointed, meaning the outcome is not determined by Council.
• The decision is made by a DAP under State Government legislation. Council does not have authority to approve or refuse this application.
• The City’s planning team is required to prepare a report to go to the DAP that will cover:
◦ Environmental impacts (including removal of one mature red river gum)
◦ Traffic and congestion concerns
◦ Noise considerations
◦ Site suitability in the context of the City Centre
The City of Kwinana has received a development application for a Drive-In Takeaway Food Shop at the above address.
The application proposes the construction of a new building consisting of an 80-seat restaurant and drive-through facility. The location is on the corner of Meares Avenue and Chisham Avenue on the same lot as the existing ALDI premises.
Drive-In Takeaway Food Shop is a permitted (P) land use under the City of Kwinana’s Local Planning Scheme No. 3. The City is advertising the proposal for public comment in accordance with clause 64 (1)(c) of the Planning and Development (Local Planning Schemes) Regulations 2015.
Key points of the proposal are:
- The proposed McDonalds is intended to replace the existing outlet at the Kwinana Marketplace shopping centre.
- A net reduction of 13 parking bays from the existing allocation of 92 parking bays across the existing site. The City has calculated that the overall onsite parking supply across the site remains compliant with Scheme No. 3;
- 24 hours a day, seven days a week hours of operation;
- The application proposes the removal of a mature River Red Gum tree within the site located adjacent to Chisham Avenue.
