Zone Programs Term 2 

The city has received an application to develop a Place of Public Worship by the Mahamevnawa Buddhist Monastery of Perth. The development includes:<ul><li>Conversion of existing carport/garage into a hall for public worship.</li><li>Construction of a front portico and front car park for accessibility.</li><li>Addition of dining hall and patio, toilets, bin area, and effluent disposal area.</li><li>Installation of an additional water tank to support site needs.</li><li>Development of an overflow car park (rear) and caretaker&#39;s residence (utilizing existing dwelling).</li></ul>The primary access point will be from Born Road, retaining the existing crossover. The layout utilizes existing buildings towards the eastern end of the site. Limited use of the existing crossover on Mortimer Road is proposed for accessing the overflow car park. WINNERS!<img src="https://s3-ap-southeast-2.amazonaws.com/ehq-production-australia/ecf4f8d0fd99a6b40098d8f817ceddb420343d72/original/1711010171/cbff6cb72371661e81c729cd77cc04d2_winners.JPG?1711010171" style="width: 933px;" class="fr-fic fr-dib fr-fil"> The City of Kwinana announced the winners of the Kwinana Community Awards, with two individuals and one group recognised across three categories.Mayor Peter Feasey said the Kwinana Community Awards recognise and celebrate the achievements of outstanding Kwinana residents.Kwinana Community Person of the Year Claire Cardew is a natural leader and passionate about connecting people, he said, highly active in her own neighbourhood through the Wellard Village People Town Team and volunteering at events across the City.&ldquo;Claire has volunteered her time through Team Connect at Gilmore College, and events at Halloween and the Lolly Run,&rdquo; Mayor Feasey said.&ldquo;It is an honour to be able to formally recognise her contribution and commitment to our community,&rdquo; he said.Vodek Keller was named Kwinana Senior Person of the Year.&ldquo;Vodek is a valued member of the community contributing much of his time to making our community a better place to live, work and play,&rdquo; Mayor Feasey said.&ldquo;The Wellard Village People Town Team was named Kwinana Group of the Year, given its core focus is to create spaces that are inviting and comfortable where people can feel at home and gather together to connect, organising events that facilitate connection and taking part in the Wellard Village 7 Day Makeover.&ldquo;A highly commended award also went to Kara Smith for her contributions within Kwinana&rsquo;s bounds,&rdquo; he said.The awards for these category winners will be presented in a ceremony or celebration at the winner&rsquo;s club/organisation with an allowance of $1000 for the event for each winner.Each category winner also receives a $250 gift voucher, a trophy and certificate, together with a $600 grant for their club/organisation for capacity building or small equipment purchases.Winners were selected by a Community Awards Selection Panel on 7 March 2024. <hr> NOMINATIONS NOW CLOSED Kwinana Community Awards! The City of Kwinana is home to many people from diverse cultures with a wealth of cultural knowledge and skills that enhance and strengthen our community.Kwinana is predicted to rapidly increase the size of its multicultural communities in the coming years as our population grows and the City develops.The 2021 Census showed just how culturally diverse the City has become with 39.6% of residents being born overseas in countries such as England, Philippines, New Zealand and India. Every year the City identifies playground equipment approaching the end of its life and replaces it with similar equipment based on current trends, best practice, accessibility and local enjoyment. BP Biorefinery: Lot 18 (1) Mason Road KWINANA BEACH (DA10810).

The City of Kwinana is seeking comment on the Casuarina Central Structure Plan (SP) amendment that has been lodged with the City for assessment.The Casuarina Central Precinct SP (SPN 2235) was initially approved by the Western Australian Planning Commission (WAPC) on 11 May 2021. This proposed amendment to the SP (&lsquo;Amendment 1&rsquo;) represents an extension of the existing SP area (referred to as the &lsquo;Expansion Area&rsquo;), in addition to minor consequential modifications to land within the existing SP area. The proposed modifications to both the &lsquo;Expansion Area&rsquo; and Existing SP Area are summarised as follows:<ol><li>Expansion Area: Expansion of Structure Plan Area to include Lots 1, 2, 23, 24 and portion of Lot 25 Orton Road, Casuarina and designation of land as &lsquo;Residential&rsquo;, &lsquo;Special Use&rsquo;, &lsquo;Parks, Recreation and Drainage&rsquo; and &lsquo;Public Purpose&rsquo;.</li><li>Existing SP Area: Modification to road classification and increase in road reservation width of &lsquo;Major Access Street&rsquo; (18m reserve) west of Primary School and playing fields to a &lsquo;Neighbourhood Connector&rsquo; (25m reserve).</li><li>Existing SP Area: Modification to Landgren Road intersection treatments and classification from &lsquo;Neighbourhood Connector&rsquo; to &lsquo;Major Access Street&rsquo; and removal of any road widening requirement consequently.</li><li>Existing SP Area: Change in land use designation of Local Centre site to Residential (R40-R60). Amendment 1</li></ol>&lsquo;Expansion Area&rsquo;The &lsquo;Expansion Area&rsquo; represents an area of land 21.93 hectares (ha) located between the approved Casuarina Central SP and the Casuarina North SP. Prior to subdivision or development of the land, an approved structure plan is required.As such, this amendment seeks to expand the approved Central SP area to encompass this land.Local structure planning for the inclusion of the &lsquo;Expansion Area&rsquo; has had due regard to district level planning for the Casuarina Urban Cell, including the need to accommodate district hard courts adjacent to the proposed senior planning fields and allow a key north-south Neighbourhood Connector through the Casuarina Cell to support consolidated urban development. Due regard has also been given to coordination of infrastructure between the northern and central precincts through the provision of land for a waste water pump station (WWPS) to service both precincts.The amendment for the &lsquo;Expansion Area&rsquo; establishes a set of land use, development and subdivision requirements to guide the form of development that is consistent with the accepted urban design principles of the approved SP and has clear regard for the identified issues and opportunities that affect the &lsquo;Extension Area&rsquo;. Proposed land use designations and reservations within the &lsquo;Expansion Area&rsquo; include:<ul><li>The existing Costa Mushroom Farm on Lot 1 has been designated as &ldquo;Special Use&rdquo; with a proposed permissible land use of Mushroom Production Facility and to allow an incidental office.</li><li>The western portion of Lot 2 has been designated as &ldquo;Parks, Recreation and Drainage&rdquo; and has a Power Easement notation over the area to support the protection of the Western Power easement.</li><li>A portion of Lot 2 is designated for &ldquo;Public Purpose &ndash; Water Supply Sewerage and Drainage&rdquo; to allow a sewer pump station to support the Casuarina North and Casuarina Central cells.</li><li>The remainder of Lot 2 and the entire Lot 23 Orton Road have been designated as &ldquo;Residential&rdquo; with a proposed density coding range of R25-R40.</li><li>Lot 24 and a portion of Lot 25 Orton Road are designated as &ldquo;Parks, Recreation and Drainage&rdquo; and will accommodate the District Sporting Ground and support the retention of the resource enhancement wetland (REW) on the land including the provision of a 30m buffer around the REW.</li></ul>Existing SP AreaAs a result of detailed planning to include the &lsquo;Expansion Area&rsquo; within the overall Casuarina Central Precinct SP, minor consequential modifications were required to be undertaken to the approved SP.Further investigations of the district movement network associated with the &lsquo;Expansion Area&rsquo; have identified the need to shift the alignment of the neighbourhood connector further west from Landgren Road to a more central location to improve opportunities to coordinate and implement a connection between Thomas and Mortimer Roads. Accordingly, modification to the road classification, intersection treatments and road reservation width from west of Primary School and playing fields from a &lsquo;Major Access Street&rsquo; (18m reserve) to a &lsquo;Neighbourhood Connector&rsquo; (25m reserve) is proposed under this Amendment. As a result of these changes to the district movement network, there is the need to downgrade the classification of Landgren Road to a &lsquo;major access street&rsquo;.In conjunction with this planning, a retail needs assessment also identified that the planned Casuarina Central Local Centre is not expected to be commercially viable in either the short term or longer term and should be removed from the Structure Plan area. Accordingly, the Local Centre is proposed to be removed from the SP area and replaced with Residential, with the density of the lots designated as R40-R60 to align with the surrounding R40-R60 density coding adjacent to the future primary school.No other changes to residential density designations, Public Open Space (POS), School Sites or Service Commercial areas are proposed within the existing SP area.Technical AppendicesTechnical reports relating to the environment, bushfire, odour, transport, landscaping, urban water management and servicing have been prepared as addendums to the original approved technical reports for the &lsquo;Expansion Area&rsquo;. Minor modifications to the original technical reports prepared in support of the approved Casuarina Central Precinct SP have also been undertaken to ensure alignment with the proposed modifications for the &lsquo;Existing SP Area&rsquo;.Submissions Submissions on the proposed Casuarina Central Structure Plan amendment may be made using the Submission Form before 27th February 2024. This will allow new locations to be considered regularly without the lengthy process of Council adoption. The updated Policy will include a set of criteria for determining the trading locations to ensure that mobile food businesses do not unreasonably compromise the amenity of the surrounding residents, negatively impact fixed businesses or pose an unmitigated risk to the safety of the community. The City is now seeking feedback from mobile food vendors and local fixed businesses on the draft <a class="fr-green fr-strong" href="https://www.lovemykwinana.com/90393/widgets/425379/documents/276465">Mobile Food Vendors Policy</a>. The purpose of the precinct structure plan is to coordinate the development of the proposed Wandi District Centre (near the north-east corner of Kwinana Freeway and Anketell Road) comprising of a supermarket, specialty retail, food outlets, tavern, take away food outlets, community centre and residential land on 39.5 hectares of land. The Wandi District Activity Centre will become a community hub which will continue to develop over time. It will create a place for business and social interaction for residents from the surrounding community. The range of commercial uses will also serve the needs of the wider locality. This precinct structure plan has been prepared by town planning consultants on behalf of the owners of Lots 2 (No. 727) and 313 (No. 651) Anketell Road, Wandi pursuant to the City of Kwinana Local Planning Scheme No. 2 and Schedule 2 of the Planning and Development (Local Planning Schemes) Regulations 2015. The Zone Youth Space is multi-faceted community engagement facility offering support services, and dedicated youth development opportunities within a safe environment for 12-24 year olds. Our passionate Community Services and Partnerships Team, including the Zone Youth Team, Youth Development Officer, and Youth Engagement Officers, offer a large range of activities, programs, events and workshops every week throughout the year, including school holiday programs and specialised case management of young people. Zone Youth Space

Who will be the South Metro Champion?The South Metro Ride and Roll Skatepark Series is a collaboration across four local government youth development departments from the City of Cockburn, City of Kwinana, City of Rockingham and the City of Mandurah. The series will involve each local government hosting a qualifier round at a local skatepark with the finals taking place at the Kwinana skatepark. Competitors will need to qualify to make it into the finals. The top three from each of the divisions from each of the rounds will earn a place in the finals at Kwinana skatepark. If by chance you have already qualified the next place down also qualifies. The numbers will be limited so be sure to register online. Vergeside Waste Collection InformationVergeside waste collection is a service provided by the City to collect a range of materials that cannot be disposed of in kerbside bins. These materials, collected from residential verges, are placed out for bulk material recovery or disposal. Verge collection services can be grouped into the following categories:<ul><li>Bulk Waste:<ul><li>White goods and metal products</li><li>E-waste</li><li>Mattresses</li><li>Furniture and other bulky waste</li></ul></li><li>Green Waste:<ul><li>Garden organics</li></ul></li></ul>The purpose of this review is to identify the optimal vergeside waste collection delivery model for the community. The aims are to:<ul><li>Improve streetscapes;</li><li>Reduce incidences of illegal dumping;</li><li>Minimise waste generation;</li><li>Maximise material recovery;</li><li>Offer cost-effective service;</li><li>Enhance data collection and reporting;</li><li>Improve service for residents; and</li><li>Increase service efficiencies.</li></ul>

Zone Programs Term 4

Events play an important role in supporting the growth of our community and provide significant social, cultural and economic benefits.The City of Kwinana seeks to ensure that all public events held in the City are conducted in a safe manner and meet the different legislative requirements and standards.The <a href="https://www.lovemykwinana.com/87789/widgets/412565/documents/265134">Draft Events Policy</a> aims to provide a <a href="https://www.lovemykwinana.com/87789/widgets/412561/documents/264893">framework</a> that ensures a consistent and equitable approach to the assessment and approval of public events. The City would like to simplify the application process for smaller events and to provide clarity to help event organisers better understand the approval requirements and timeframe. These documents can be found in the right hand menu on this page.The City wants to encourage event organisers to consider aspects of sustainability and accessibility, and to recognise Aboriginal culture when planning and delivering events.Following the adoption of the Events Policy, the City will be preparing a set of updated guidelines and updating the format of online event application forms.Written submissions on the Events Policy must be received by 4pm on 22 August 2023 and may be lodged below.Update - This policy was adopted at the Ordinary Council Meeting (OCM) on 15th September 2023 to improve the event approval process and support vibrant and active spaces that encourage community participation. Proposed Events Policy

This year&rsquo;s annual Love My Kwinana Photo Competition opened on Monday 4th September and closed Friday 22nd September.The theme for this year was Djilba Bonar (Djilba season). In the Nyoongar six seasons, Djilba is known as the second winter but is also the start of the explosion of flowers in the State&rsquo;s South West, so this year&rsquo;s collection of images exhibited at the Darius Wells Library and Resource Centre is filled with colour and nature.We would like to congratulate our category winners including Yashraj Singh for his image of a flowering tree submitted for the child category; Abbey Holland for her image taken in Parmelia for the youth category; and Aaron Brown as the adult category winner for his photo which the judges said showed amazing use of a blur technique called bokeh to separate the cockatoo from the tree textures.The judging panel also gave commendations to six more people including Thor Reye and Olive Watson for the child category; Jahli Waller-Roberts and Kody Roberts for the youth category; and David Schaller and Nola Hindley for the adult category.All entries were exhibited in the Carol Adams lounge at Darius Wells Community Resource and Library Centre and were displayed until 29 October.

After all, Australia&#39;s best playground (2017 PLA Awards) is just a stones throw away!We need to improve the accessibility of the park, and while we&#39;re there we want to make sure it suits the needs of the local residents and users of the park.We will be holding a fun community engagement Pop-Up Session, Saturday 17 June, 1.00pm - 3.00pm in the park with games and activities for the kids and free coffee and hot chocolates for our local park community. Apex Park Upgrade

Sandringham Park is getting an upgrade and the playground equipment is being replaced. We do have an urgent matter though, and need to pull out the yellow roofed play equipment on Friday, 9 June. The reason is that the soft fall is breaking down and is no longer safe. The other play equipment station will be left for children to play on until we have completed the community engagement and are ready to install all the new equipment.The Basket Swing will be staying. Sadly though, the Basket Swing has been stolen and is currently out of action. An order has been put in to replace the basket and we have been told there is a wait time of up to 12-16 weeks for it to be delivered. As soon as it arrives, we will install it for you.For us to make sure we get the best outcome for the park, we would like to chat to you about how you use the park and hear your ideas for the type of playground equipment to replace the current ones. We have two ways to collect your feedback; an online survey which you can find under the Tools bar below and three Pop Up engagement sessions in June:Pop Up engagement sessions -1. Annual Medina Heritage WalkJoin Mandy Grubb from the Medina Residents Group for a leisurely stroll through history. Learn about the people and places that contributed to the development of this unique suburb. A highlight of the walk is a stop at the Green Barista to sample their apple strudel.This walk is held every May, celebrating Medina&#39;s recognition by the National Trust as a historic precinct in May 2007.A self guided walk trail is currently in development. Building a Welcoming and Inclusive Kwinana

At the City of Kwinana, we believe that the health and well-being of our community is paramount. Health is influenced by the interconnectedness of our social, cultural, economic, and built and natural environments. It is in these environments, and in partnership with the community and other agencies that we can build and maintain outcomes of positive health and wellbeing.What we have done so far:In 2019, we started out by crunching some numbers about the current health and well-being of Kwinana, and with our partners developed a <a href="https://rkpg.health.wa.gov.au/~/media/HSPs/SMHS/Corporate/Files/Hlth-prom/Kwinana-health-wellbeing-profile.pdf" rel="noopener noreferrer" target="_blank">Health and Wellbeing Profile</a> for the City. Community Group Network

The City of Kwinana, in December 2022, hosted an end of year celebration for local community organisations. As a result of new connections made, along with the relationships built from the Kwinana Local Recovery Network, attendees and the City felt that coming together as a collaborative group will continue to improve the outcomes for our community.As such, the Community Services and Partnerships Department invites all service providers, community and social services within the City of Kwinana to join the Community Services Working Group (CSWG) in 2023.The CSWG is an informal network and aims to build relationships across the community services sector and the City of Kwinana , to promote information-sharing, identification of gaps, and the celebration of successes of services across the region. <h3>For an update on the Pump/Jump Track please see the latest News Feed Tab below.</h3><h3> </h3><h3>Background:</h3>A group of Wandi residents recently raised some concerns with the City of Kwinana around the lack of activities or infrastructure for youth in Wandi/Honeywood. The initial request was for a pump track, or similar skate/bike infrastructure, to be built.There had also been some dirt jumps constructed by young people in a bush area, which the City unfortunately had to clear due to <a href="https://www.dbca.wa.gov.au/parks-and-wildlife-service/threat-management/plant-diseases/phytophthora-dieback#:~:text=Phytophthora%20dieback%20(dieback)%20is%20a,probably%20on%20infected%20horticultural%20plants." rel="noopener noreferrer" target="_blank">Dieback</a><a href="https://www.dbca.wa.gov.au/parks-and-wildlife-service/threat-management/plant-diseases/phytophthora-dieback#:~:text=Phytophthora%20dieback%20(dieback)%20is%20a,probably%20on%20infected%20horticultural%20plants." rel="noopener noreferrer" target="_blank"></a> being prominent in that space.On Tuesday 29 November, 2022, City staff met with a group of around 20 residents at the Honeywood Oval to discuss ideas about youth activities in the area.<h3>Discussion:</h3>Many great ideas were raised by residents, which have been captured on the ideas board below, <a href="https://www.lovemykwinana.com/wandi-honeywood-teenager-activities/brainstormers/ideas-for-youth-activities">be sure to add your ideas too!</a> There were suggestions around pump tracks, skate facilities, dirt jumps, trails etc. and also other sporting equipment like 1-1 basketball courts.<h3>Outcomes:</h3>While it is not possible at this stage to commit to hard infrastructure, the City officers are working with the community on the following:<ul><li>Transport options to attend January 2023 School Holiday Programs at The Edge Skatepark (pick up and drop off, from Honeywood Pavilion, advanced registration is required, more details in the News Feed below).</li><li>Investigate hosting youth programs in Wandi.</li><li>Engaging with local youth to identify and explore longer term options for infrastructure in the area.</li></ul>To keep up to date with news on this topic and activities available for young people, please subscribe to follow this page. I&#39;m sure you&#39;ve seen lime green bins showing up around that State, but do you know what they&#39;re for?Lime green lidded bins are bins specifically created to collect organic waste - Garden Organics (GO) or Food Organics and Garden Organics (FOGO) Why are these bins appearing?The National and State government have made commitments to work toward a more sustainable future with net zero carbon emissions, creating a State <a href="https://www.wasteauthority.wa.gov.au/images/resources/files/Strategic_Direction_Waste_Avoidance_and_Resource_Recovery_Strategy_2030.pdf">Waste Avoidance and Recourse Recovery Strategy 2030</a>. One of the biggest contributors to carbon emissions (and other nasty emissions such as methane, which is 25 times more potent) is organic waste in landfills. Methane and carbon dioxide makes up 90 to 98% of landfill gas. <h2>Kwinana Bin a GREAT Sort Program </h2>The City of Kwinana&rsquo;s &lsquo;Bin a GREAT Sort&rsquo; Program&rsquo; (BGS) is a residential waste and community education program that aims to: <ul><li aria-setsize="-1" data-aria-level="1" data-aria-posinset="1" data-font="Symbol" data-leveltext="" data-listid="9">Reduce the amount of waste going to landfill </li><li aria-setsize="-1" data-aria-level="1" data-aria-posinset="2" data-font="Symbol" data-leveltext="" data-listid="9">Reduce contamination in recycling and waste bins </li><li aria-setsize="-1" data-aria-level="1" data-aria-posinset="3" data-font="Symbol" data-leveltext="" data-listid="9">Improve the recycling habits of households </li><li aria-setsize="-1" data-aria-level="1" data-aria-posinset="4" data-font="Symbol" data-leveltext="" data-listid="9">Reduce the amount of money the council spends on waste disposal fee&rsquo;s (savings which would ultimately be passed onto you, the ratepayer). </li><li aria-setsize="-1" data-aria-level="1" data-aria-posinset="5" data-font="Symbol" data-leveltext="" data-listid="9">Protect waste industry workers, trucks, infrastructure from serious harm </li></ul>To improve the recycling habits of residents and reduce contamination in waste and recycling bins, we are launching the Kwinana &lsquo;Bin a GREAT Sort&rsquo; Program. There are GREAT Sorts in KwinanaYour landfill bin is the last place for waste. With a bit of waste sorting at home, it could be empty each week! There are many GREAT Sorts on every street in Kwinana who put 60% less waste into their landfill bin by doing these five GREAT things:<ul><li>G is for <a href="https://www.wastesorted.wa.gov.au/be-a-great-sort/gift" target="_blank">Gifting</a> things to charity, swapping or selling.  </li><li>R is for <a href="https://www.wastesorted.wa.gov.au/be-a-great-sort/recycle" target="_blank">Recycling</a> only these 5 things: Metal cans, cardboard, paper, glass and plastic (bottles, jars and containers)  </li><li>E is for <a href="https://www.wastesorted.wa.gov.au/be-a-great-sort/earth-cycle" target="_blank">Earth-cycling</a> food scraps and garden waste into compost.  </li><li>A is for <a href="https://www.wastesorted.wa.gov.au/be-a-great-sort/avoid" target="_blank">Avoiding</a> excess packaging and disposable containers.  </li><li>T is for <a href="https://www.wastesorted.wa.gov.au/be-a-great-sort/take" target="_blank">Taking</a> soft plastics, batteries, e-waste and chemicals to local drop-off points.  </li></ul>

Like a reality show only real! The Wellard Community came together to make over Wellard Village in just 7 days. Real action! Real results!The City partnered with RAC through its Reconnect WA initiative, to makeover Wellard Village in just 7 days!The Wellard Community came together to share ideas, vote, plan, and help deliver placemaking projects over seven consecutive days in April 2023. The Wellard Village 7DM also incorporated a youth-specific element, through which local young people were empowered to plan and deliver their own projects.The whole process was overseen by David Engwicht from Creative Communities International. David is a world renowned placemaker, community activator, and champion of public spaces.

Local Planning Policies 

All scheme amendments open for comment are listed below.Occasionally, it is necessary to amend the City&rsquo;s Local Planning Scheme. When a change is proposed to the Local Planning Scheme, it is referred to as a Scheme Amendment. A Scheme Amendment can be proposed by landowners, the City itself or State Government agencies.Scheme Amendments occur for a variety of reasons including:<ul><li>To implement the strategic vision of the Local Planning Strategy</li><li>To ensure orderly and proper planning.</li><li>A change in the Scheme&rsquo;s wording to ensure more effective planning</li><li>A change in zoning</li><li>A change in the residential density coding</li></ul>There are three types of Scheme Amendments; Basic, Standard and Complex as defined in the Planning and Development (Local Planning Schemes) Regulations 2015. <div class="aw-layout aw-full-width wysiwyg"><div class="uk-container uk-container-center">The Kwinana Council adopted the Kwinana Loop Trail Master Plan on 26 October which will use a phased approach to upgrade the popular trail to a shared use path for walking and mountain bike riding.The upgrade of the Kwinana Loop Trail has been identified as a major project in the City&rsquo;s Strategic Community Plan, delivering social and physical wellbeing opportunities.Mayor Carol Adams said understanding the community aspirations for the Kwinana Loop Trail has been fundamental to the development of the Master Plan.Extensive consultation was completed in September and October 2021, and further consultation will take place at the detailed design stage.&ldquo;At completion, an upgrade of the Kwinana Loop Trail will provide an economic benefit for Kwinana with local tourism, day trippers and employment opportunities located at the hubs of Sloan&rsquo;s Reserve and the Northern Trail Hub,&rdquo; Mayor Adams said.She said the vision for the Kwinana Loop Trail Master Plan was to offer locals and visitors an accessible and immersive trail experience which showcases the layers of history evident and distinctive features of the Swan Coastal Plain.&ldquo;Opportunities to tell the stories contained within the landscape will be maximised through an upgrade of interpretative signage along the trail and at key visitor sites such as Sloan&rsquo;s Cottage, WW2 Radio Communications base and Wilki Karda / Chalk Hill, Wildflower Reserve and Leda Nature Reserve as part of the Master Plan.&rdquo;Land tenure, zoning and environmental complexities have been identified as part of the assessment process in the Master Plan and will require a high level of negotiation and the development of management agreements with various State Government departments.The phased project is estimated to cost $11.45 million in total to bring it up to a Class 2 walk and Easy/Green Mountain Bike classification with a consistent hardened surface where possible, with the initial phase less than $3.4 million.The City will be seeking funding from the State Government and other funding sources and anticipates the community will see works commencing in mid-2023.</div></div><div class="aw-layout addthis-wrapper"><div class="uk-container uk-container-center"><div class="addthis-togglewrap" tabindex="0"><div class="aw-layout-header"><h2><a class="addthis_button_twitter at300b" href="https://www.kwinana.wa.gov.au/council/news/2022/november/kwinana-loop-trail-upgrades-to-a-tourism-destinati#" title="Twitter"></a></h2></div></div></div></div>

<h3>Ascot Park in Bertram is getting a makeover and we want to hear your thoughts on what would make this a great park.</h3>Each year, as part of the City&rsquo;s Parks Renewal and Upgrade Strategy a suitable park receives an upgrade through the Parks for People Project, with a total budget of $145,000. This year, it&#39;s Ascot Park&rsquo;s turn! Feedback from our eventsFrom September to November 2020 we spoke with more than 130 people who use the space, live nearby or have a connection with Ascot Park (please see project updates for more info.) We asked how Ascot Park was used and what would make the park more comfortable, usable and a more attractive place to spend time. Your comments inspired the concept design which is available to view at the Bertram Community Centre (9am &ndash; 12noon, Monday &ndash; Saturday) or which can be downloaded from the Document Section on this page.A second round of consultation was held September, 2021 for the beginner skate area. This had been identified as a priority in the initial consultation. Specialist business, Skate Sculpture, was engaged to work with the City to design the skating elements. The team from Skate Sculpture met onsite with skaters and community at the Ascot Park Pop Up, Saturday 18 September, to talk with local skaters on what elements they would like to see in the small skate area of the park upgrade.

The KYAC also plan and implement a number of youth activities and events such as movie nights, dance parties, Youth Festival and National Youth Week, and will get involved in other youth led initiatives in the community including consultation and collaborations with the City of Kwinana.Members of the KYAC are offered opportunities to further their development in the areas of leadership and teamwork, and are also given the opportunity to develop key skills in the areas of public speaking, marketing and event planning.The Kwinana Youth Advisory Council meet fortnightly at the <a href="https://www.kwinana.wa.gov.au/city-life/facilities-and-public-spaces/zone-youth-space">Zone Youth Space</a> and are always welcoming new members. A Community Planning Team (CPT) is a group of people who live, work, run a business or own property in Kwinana. A CPT reflects the population of the area and members have a broad range of jobs, interests and experience. CPT’s are run by positive and proactive community members to offer opportunities for information sharing and engagement on local issues, as well as connecting their neighbourhoods achieving great outcomes.

<h2>Street Meets</h2>Residents are encouraged to host a Street Meets get-together or activity, focusing on small, simple street-based initiatives such as a BBQ at a park or street book exchange. By coming together, community members are able to forge strong, lasting friendships and new social networks that increase personal and community connection and cultivate a sense of wellbeing while improving safety.The Street Meets grants aim to:<ul type="disc"><li>Provide local residents with resources and support to organise activities in their streets and local parks;</li><li>Assist community members to create connections with others living in their neighbourhoods;</li><li>Increase the number of street activities happening in Kwinana;</li><li>Increase feelings of safety through increased levels of connection and passive surveillance;</li><li>Reduce feelings of isolation;</li><li>Identify community leaders and community assets; and</li><li>Build capacity of our community leaders.</li></ul>The City of Kwinana will provide up to $150 (as a reimbursement after the activity) to encourage and support community members to organise and host street-level activities in their streets and local parks and invite their neighbours to attend or participate.Applicants must register their event prior to it taking place, to be eligible for the Neighbour Day Every Day Grant. A big thank you to everyone who contributed, your feedback has been a great help in shaping the Social Strategy.The Social Strategy is going to be a key driver in working with you to deliver the community&#39;s vision for the City of Kwinana.How can you help?We need your feedback on the final draft of the Social Strategy, available to download from the documents on the right side of the screen.
