The Bollard Bulrush West Local Structure Plan (BBWLSP) has been lodged with the City of Kwinana in accordance with the Planning and Development Regulations 2015.

The BBWLSP sets out how the land on the western side of the Bollard Bullrush Wetland is proposed to be developed for residential (97 lots), recreation and conservation purposes.

The Western Australia Planning Commission (WAPC) is the determining authority for local structure plans. As a Local Government, the City is required to provide recommendations to the WAPC.

The BBWLSP has been prepared by town planning consultants, on behalf of the land owner.

The structure plan documentation can be found on the right had side of this page. The following technical documents have been prepared by specialist consultants to support the local structure plan (refer to appendices):

  • Bushfire Management Plan
  • Transportation Noise Assessment
  • Flora and Fauna Assessment
  • Local Water Management Strategy
  • Wetland and Buffer Management Plan
  • Engineering Servicing Report
  • Transport Impact Assessment

The BBWLSP is being advertised seeking submissions between from 30 March 2026 until 18 May 2026. Submissions on the BBWLSP are to be made in writing and lodged with the City on or before Monday, 18 May 2026. Submissions can be lodged by:

  1. using the survey tool below
  2. emailing to Planning.Team@kwinana.wa.gov.au, or,
  3. posting to City of Kwinana, PO Box 21, Kwinana WA 6966.
