What is the Low-Cost Urban Road Safety Program?
The Low-Cost Urban Road Safety Program (URSP) is a Main Roads WA state-funded program that delivers low-cost road safety treatments using an area-wide or whole-of-street approach to local intersections and roads to reduce speed, the number and severity of crashes, and to create safer walking and cycling environments.
How is this project being funded?
This project is fully funded by Main Roads WA under the Low Cost Urban Road Safety Program.
How was this site selected for funding?
Treatment locations were identified by Main Roads Western Australia and the City of Kwinana using road crash data and considering locations with increased pedestrian and cyclist activity.
Other Kwinana neighbourhoods and streets may be identified and selected by Main Roads WA for future rounds of the Low-Cost URSP and would proceed with a similar process of community engagement before completion.
Can my street be considered for inclusion in this program?
If further funding is made available, future locations will be determined based on MRWA’s Framework for Low Cost Urban Road Safety Program(External link), and other selection criteria for a comparative area which may not be eligible for funding through other road safety programs.
When will the road safety treatments be implemented?
The construction is currently planned to be delivered in the 2026/27 financial year, and the current stage of consultation is on the draft designs. Once community feedback is finalised, the draft design will be refined and presented to council for approval. Once approved, installation can commence. Funding has been made available by Main Roads WA to commence delivery in the 2026/2027 financial year, subject to Council approval.
Will the installation of safety measures cause any problems for bicycle or damage my vehicle when I drive over them?
No, the proposed raised plateaus are a low vertical profile traffic calming device which will not damage vehicles or bicycles travelling at specified speeds.
What is a 'Raised Safety Platform'?
A slightly raised area across an intersection, that can reduce the speed vehicles can comfortably travel through an intersection on all approaches.
Research undertaken for Main Roads confirms this treatment can lower vehicle speeds and the severity of right-angle crashes. The raised safety platform in the example shown has ‘shark teeth’ markings to signal to road users that there is a change in the height of the road surface.

What is a 'Mid Block Plateau'?
A mid block plateau is a raised mid-block treatment. Mid-block treatments are designed to reduce vehicle speeds and discourage non-local through traffic, while improving amenity.

What is an “Entry Statement”?
Entry treatments are measures that reduce speed when transitioning between road environments and indicate to drivers that they are entering a different road environment. They have a medium to major impact on speed and crash reduction.

What is an “Road Diet”?
A Road Diet Treatment is the reconfiguration and optimisation of road space to reduce potential safety risks and accommodate all road users.
By reassigning lane space (e.g., narrowing lanes, adding bike lanes, or a central flush median), it reduces crash conflicts and encourages lower driving speeds.

What will happen after completion of this project?
The City of Kwinana and MRWA will undertake an evaluation of the streets where road safety treatments have been implemented to assess their effectiveness, which will inform whether further funding will be made available to continue delivering the Low-Cost Urban Road Safety Program.
