What is a scheme amendment?

What is a complex scheme amendment
The amendment is complex under the provisions of the Planning and Development (Local Planning Schemes) Regulations for the following reason:

These amendments can include zoning changes, modifications to existing regulations, or adjustments to infrastructure. There are typically categorized as complex when they are significant in scale or inconsistent with the planning framework, require careful consideration or involve changes to a development contribution plan.
What is a development contribution area?
A Development contribution area (DCA) refers to a specific geographic region where a Development Contribution Plan (DCP) is implemented. The DCP outlines how new development will impact existing infrastructure and establishes contribution rates for developers to contribute towards necessary infrastructure improvements. This ensures that the community’s need for services and facilities are met as development occurs.
Why are the changes being proposed?
The proposed changes will enable the City to collect development contributions for community infrastructure, under DCP8, as a condition of subdivision or development.
What happens next?
All submissions will be considered and inform any modifications made to Amendment No 166 prior to final adoption.
Following the end of the 60-day consultation period, the City will review all submissions and present the amendment back to Council for approval. The Council may choose to make further modifications at this stage.
Subject to council approval, the final decision maker is the WA Minister for Planning who can choose to approve, refuse or approve with modifications.
